Toner woes

LOL I can't remover the toner from my pcb.
After the etching process my pcb had a ton on toner still on it.
I tried nail polish remover, acetone, scrubbing and then a 8 hour acetone soak still the toner is stuck like plastic.
I'm not a rocket tech but, the online instruction are fairly easy to understand.
What exactly am I doing wrong?
I did notice the photo paper I used seem to have a plastic like layer to it.(Office Depot standard glossy)
Not to mention a lot of my traces vanishing as I removed the paper.
I realize it a learning process, but I bet I wasted 50.00 USD in materials.
Any ideas or knowledge anyone would like to share? :cry:

The tone IS actually a plastic. You have to remove it with (super)fine sand or glass paper.
