From what I was seeing the TDA 4851 has 10 pins, and the 4851 card has only 8 pins. What are the CI who can be used in place of 4851?

You can use any ICs compatible with SN74HC4851: http://www.ti.com/product/sn74hc4851

a second source is the MC78HC8851 from OnSemiconductor. I did not find an other manufacturer of the well known ones. Maybe there is some asian manufacturer.

The TDA4851 is an Horizontal and vertical deflection controller for VGA/XGA and autosync monitors. No logic-component, mo multiplexer.

what are their functions?

Extended internal memory, USB and MIDI In respectively.

I understand, the card works without them?
if I want to use USB to program, I'll have to use the PIC18F2550, right?
with them it is possible to record the sound in the board directly?
