I have 3 in ring and 4 in tip, with a 4,4K resistor between tip and gnd. and the pedal doesn't nothing if the switch is in roland position, if the pedal is in yamaha position is upside-down hihat controller

Not between tip and ground!!! Between tip and ring, i.e. between tip and power source.

I put the resistor between tip and ring and the V in tip fully open is 4,60V the hats is open, but when I press down the pedal the hats stay in open, and the V is 4,03V, should I change the resistor???

Disconnect the pedal and measure resistance in Roland and Yamaha mode in all positions:
1. Tip-Sleeve
2. Tip-Ring
