The resistor is soldering between the tip and the ring of the jack that is pluging in the input of the pedal.

You just measure voltage between the tip (signal) and the sleeve(ground).

Put it into 20V range.

In both open and closed positions? In that case something is not right with the HiHat controller or the cable.
Do you read around 5V between sleeve and the ring?

Rectification :
Between Tip and Sleeve open position : 0,28 (around)
Between Tip and Sleeve close position : 0,17 (around)
Between Ring and Sleeve open position : 4,73 (around)

This is a very small difference. I suspect something is wrong with the controller. Disconnect the pedal from MegaDrum and measure resistance between sleeve and the tip in open and closed positions.
