He's referring to the slight glaze/haze you get after removing the paper. It leaves a white-ish film on the board even after removing all of the paper. You can still visually see the traces and inspect the board for breaks/bridges/shorts in the traces and correct them prior to etching. But I did not remove the haze you're referring to. From what I saw I think you'd have to go to town scrubbing the board and likely scrub off the toner in the process.
